There's no verbal component to it, but the sense that he's bidding them to come down to him is there, and they do just that, obedient to the man who created them. He catches those flames in his hands, only they've begun to form into something else, something solid, and just as the magic powering the whirlwind departs, Bruno uses that same thing as a kind of shield to stop the sand that's now going to drop itself on top of them both.
