I'm not sure if I'd call it not cooperating, but completely non-existent. Everything where I'm from is made of shinsu, whether it's living or not. Manipulating shinsu can be used to attack others, or fortify oneself, but it's also used to power pretty much all the technology and equipment too.
Is it something everyone knows how to manipulate? Or is it similar to our situation here? [That's been a pretty big identifier between everybody's home environments.]

Wave controllers don't have any tools usually other than their hands, but they don't need much else. If you can control Shinsu you can control other people's bodies, the flow of water and gravity...you get the idea.

Using our lighthouses we can connect to terminals that only light bearers have access to, a vast network of data on locations, items, people...everything in the Tower. If you know what you're doing you can get the layout of a floor or make trades that can't be done in the daylight.
Both. Everyone I've met here lives in what we consider the Outside World in comparison. It makes sense if you believe the old texts, that humans aren't native to the Tower like some other species are. But once you enter the Tower you can't leave, and those on the outside are barred from entering unless they're chosen.
