Not even close. You need to pass an exam to start climbing in the first place and you need to continue to pass trials the further up you go. Most people don't make it to the top, they either give up or die somewhere far below—the percentage who make it past the twentieth floor is below one percent even though there's one hundred and thirty four floors in all.
If you're wondering why people climb, it's because reaching the pinnacle grants you a wish afforded to you by the Tower itself. Money, power, whatever you want the Tower has a way to grant it.
