The native creatures avoided the area. [ and whatever happened there is probably the reason for why the northern ecosystem and habitats are so messed up at current. ] I highly doubt one simply happened to ingest the stone of its own accord, then somehow remain relatively stable for approximately the next two months before finally succumbing to whatever corruption or degeneration the moon's curse causes.

Apparently, the one in Central had been in a vault for gods know how long too. Then it acted up and they had to fight through a horde of ghosts to get to it.

The Southern incident was just an incredibly unfortunate accident, I'm pretty sure, but we know someone must've helped Collodi get the stones for his creations. I just can't figure out what this unknown party or parties are tryin' to accomplish messin' around chunks of a world-ending calamity.
I wonder, if we could somehow track back when they all apparently started acting up after apparently having lain inert for so long ... Would it have been at the same time?

Given how distressed everyone has been about the wizards' disappearances, obviously this isn't exactly normal, expected cursed moon phenomena. But then we get into how and who, once again.

The northern representatives were terrified of us, at the very least. [ wow wonder why!!! ] We'll see if our actions the other day alleviated that any, or if it just magnified the awe they hold us in.

But don't worry: it was more of a hypothetical than anything. [ just thinking out loud, in other words. ] In the end, I don't know exactly how much value there would be in confirming that or not, and the odds of us actually managing to get worthwhile information out of them are as unlikely as you say. Per Ithaqua, Tatara seems to trust those at the castle, but...

In theory, we could disguise ourselves. We have the means to do it. The question then becomes what sort of persona would actually net us anything of use.
