Come to think of it, the General showed more disdain towards the North and South, though he clearly wasn't fond of Central either. As far as the East went, he spoke more of their antisocial tendencies than anything else. I suppose if they were to be cooperating, that would be their only choice. Still, I can't imagine Eastern country joining with another nation unless they stood to gain something great.

Even if the Eastern dignitaries weren't involved, getting their priorities could shed light on the general mentality of the East which would be useful for figuring out potential West-East alliances.

The relationship shift between Western and Central is likely due to Vincent being the current royal in charge. Vincent has a history of being friendly with the West, he's the King's brother.

I'm keeping a count of who knows because a secret becomes less and less of one the more people are keyed in. And letting this slip to the wrong people, even accidentally, would be disastrous.
