The General really seemed to look down on East, so the fact that they're cooperating is strange on it's own. As for what it is, it really could be any number of things given Western Country's aspirations.
It could very well be not something that many Easterners know of, if there is hidden collaboration with the West. Though, it is about to become our problem soon enough...as I suspect it is related to the Great Calamity.
In addition, this researcher mentioned something about 'hidden labs'. So, if they have something like that in Eastern territory to help facilitate their research and clean up, I would hardly be surprised.
Come to think of it, the General showed more disdain towards the North and South, though he clearly wasn't fond of Central either. As far as the East went, he spoke more of their antisocial tendencies than anything else. I suppose if they were to be cooperating, that would be their only choice. Still, I can't imagine Eastern country joining with another nation unless they stood to gain something great.
